The clip was partially made in the Netherlands. The indoors footage was recorded in a building called "Dreeftoren" in Amsterdam.

I think that the accents are British because the video was made in the UK somewhere. Notice the British shops, British trains and British pound signs on the posters. They really are Dutch though, and don't be surprised, there are many, many good Dutch bands.
