These 'celebs' and MP's were definitely NOT 'in' on the joke. With an issue like paedophillia, there's no chance they'd risk their credibility by joking about it. Chris Morris merely sought to expose the hysteria that was prevalent in the media at the time. And what a great job he did. The Establishment didn't like that at all, and he got caned for it.

I mean doctor fox talking about the crabs... and liniker reading pipe to pipe bushman (MORRIS U ARE A GENIUS). morris is a genius and a pioneer, but most of the celebrities in this episode are in on the joke, you can tell. and they're not all hapless, stupid celebs, they're just people working and living like you and I... they've done nothing wrong to you, they dont cause people harm.
