they can because when ppl start riots they could really badly hurt innocent people who get in the way and they do very hazordus things, so the police need to stop them, and they know ppl aren't just gonna stop at the snap of a finger and the police are pissed off so their anger prolly gets the best of them and they beat them to make them incapacitated and to stop the riots lol :D
