Bogart actually means the act of keeping a fag in ones mouth, depriving everybody of its use, thus wasting it.

I'm pretty sure they are referring to the actor Humphrey Bogart, the common definition for "Bogarting" is when someone is smoking a joint and they just keep talking instead of passing it
